Dear Madam/ Sir,
I want to bring to your notice that as a result of my whistle-blowing against General Electric corruption, fraud and forgery in the Indian Railways locomotive factory tenders, there is a threat to my life.
Attempts have already been made to harm me. Besides a smear campaign (in which I believe Soli Sorabjee was involved), and harassment (including night-time disturbances outside my house with dogs barking and howling for extended periods of time which I have recorded – there are recordings with uninterrupted barking/howling for 1-2 hours), attempts have also been made to harm me.
Mr. Sorabjee who I have worked with in the past contacted me in February 2011 and during a meeting attempted to dissuade me from going forward with my complaint of forgery. I believe that thereafter he was part of a campaign to smear me. His daughter Zia Mody represents General Electric. During our meeting, Mr. Sorabjee seemed to know more than what I told him.
These incidents described below amount to cognizable offences of conspiracy and attempts to murder.
- My domestic help was drugging/ poisoning me all through April, May and June 2011. I asked her to stop working from July 2011 when I became suspicious of her behaviour and that she was adding something to my food. I experienced a strange folding sensation in my stomach area with momentary pain during this time. I have not experienced this sensation/pain since she left. Plus all through May, but particularly through June I was groggy and sleepy at odd hours. This is when I had publicised my intention to draft and bring legal proceedings against GE. I spoke about this on the phone. The intent seems to have been to prevent me from being able to draft and file my legal suit. Other symptoms, a weakness in my legs upon waking up.
- My split AC unit was tampered with during an AC service that I booked on the phone in May this year. I made the booking through the LG service number. A couple of men turned up to service the AC. Strangely, they came from Jasola whereas all previous services have been from a Bhogal agency. They spent about 40 minutes and opened up parts that had never been touched in previous services. Normally, AC services in the past have been quick and hurried but this one was different.
- On two nights (18 and 19 July) I smelt a strong sweetish smell of a gas in my house. This stung my eyes. I felt very sleepy immediately afterwards. On both these days, I had a constant lump in my throat. On 20 July, I had a sore throat and developed a cough. I left the house to stay with a friend for a week. I consulted a doctor who noticed that there was swelling in my tonsils and redness. He found my symptoms consistent with gas exposure and asked me to be careful. A gas attack of this kind can induce heart attack or fatal shock.
- I returned home on 26 July 2011. I booked another AC service to have my AC checked in the presence of the police. Once again someone from Jasola offered to come and service my AC. He told me the service centre in Bhogal had been closed down a few months ago. This is untrue. I found that the Bhogal service centre was still in operation. I booked a service there with a personal visit. The guys from Bhogal came and strangely my AC remote stopped working while they were there. I had contacted the police on the phone earlier.
- On 30 July, I again smelt the gas around 8 am. It seemed to come from the AC. (Earlier on 28 July, I had slept the whole night and was wide awake, when inexplicably I felt very sleepy at around 8 am.) I got the AC unit removed on 30 July.
- On 17 July, I returned home and noticed that my front door had not shut properly. (I had noticed this a few days earlier as well, but at that time thought it was a one-off thing). I checked the lock and found it had been tampered with. I reported this to the police the same day. It appears that someone had access to my house when I was away.
- I got the lock changed recently. Again the Godrej guy who I contacted on the phone did not fix the lock properly. The door did not lock as it should. I then got the lock changed again and used a private carpenter.
- I ordered some medicine on the phone in May 2011 and the seal of the bottle was tampered. I have not opened the bottle.
- I believe my phone is being illegally tapped and this is being done to facilitate attempts to harm me. I am being watched and targeted.
I have reported all this to the local police but they have not registered any FIR and have not taken any real action. I have mentioned the threat to my life to the Chief Justice of India in open court and asked for protection. I have written to the Attorney General of India and the Presidents of the Supreme Court Bar Association and the Delhi High Court Bar Association. Copies of my complaints are attached.

I have complained to the Police about a threat to my life on account of whistle-blower complaints against General Electric and Montek Singh Ahluwalia.
A few days ago I had complained that an iron rod had mysteriously appeared on a ledge outside my house. This was placed precariously such that it could easily fall on someone’s head. I removed that rod.
Yesterday I noticed that a number of new items had appeared on the same ledge. (Originally when I moved into the house 4 years ago, there were a couple of window door frames lying on this ledge which I did not remove.)
However, yesterday I noticed that the junk on this ledge had multiplied. Also, the junk appeared to be precariously piled up close to the edge. Today I asked someone to help me bring down these items. I then noticed that there was a large piece of glass, two heavy pieces of marble and a number of wooden pieces on this ledge. This piece of glass and the marble pieces and all this wood were certainly not on the ledge earlier. These have been placed there. All of these were piled on top of each other precariously. These could easily have been used to harm me and then suggest there was an accident.
I have removed most of these items from their dangerous position and had them placed on the footpath near my gate. I then called 100 seven times requesting that a PCR response team be sent. No PCR response team has arrived.
In a repeat of the farce being enacted by the local police, SI Subhash Chand from the local police post arrived first. I refused to discuss my complaint with him. He then left. After that SI Subhash Chand and Head Constable Jaipal Singh from the local police post arrived again. I insisted that I wanted to complain to a PCR response team. After that Constable Rampal Singh (photo attached) arrived on a bike and lied that he was from the PCR response team. He is also from the local police post.
They attempted to ridicule and intimidate me and then left. SI Nanak Chand whom I have complained about earlier drove past on his motorcycle.
My first call to 100 was at 10.18 am and it is now over an hour and no PCR response team has been sent.
I have complained of harassment at the hands of the local police. Both the local SHO and the in-charge of the local police post are running an operation of harassment and intimidation against me. They are involved in and actively participating in the conspiracy to cause me harm and murder me.
I attach pictures of the items I had removed. I attache pictures of the ledge after removing the items.
I am still waiting for a PCR response team to arrive.

Yesterday (February 1, 2012) I noticed that the front wipers of my car were tampered with. This happened sometime between January 31 and February 2.
Last evening I returned to my home and there was a faint smell of a sweet smelling gas in my house.
I have earlier reported that in July and August of 2011, a group of Koreans moved into the first floor flat on G-3, Jangpura Extension. I was told by the landlord, Mr. Sardana in June 2011 that he was renovating the house and looking for tenants and a multinational lease. He told me in July, 2011 that he had rented the flat to some Koreans.
I saw these Koreans in August 2011. There were 3-4 women and at least one man.
I abandoned my home at the beginning of September 2011 and returned around November 7, 2011. The Koreans were gone.
In my email to you on December 20, 2011, I wrote: "There were some Koreans living on the first floor of G- 3 in August 2011. Are they still there? Who is living around my house?"
Mrs. Sardana threatened me in the presence of her husband on December 31, 2011. She said I should "understand" that someone wanted me to move away. I had told them both that I had complained of a threat to my life because of corruption complaints I had made against General Electric. At a later date, I told her that I was praying to God to keep me safe and she replied that I should pray to the Police.
The Sardanas’ have been in regular touch with the Police from the local Jangpura post and the Nizamuddin Police station.
An attempt is being made to hide the fact that a group of Koreans were staying on the first flooor of G-3 In July and August 2011. It appears that some young Australians who moved in much later into G -3 were encouraged to complain to the local Police about a robbery. These Australians told me they were living in G 3 since July 2011. This statement is untrue. It can be proved that the people living in G 3 in July and August 2011 were some Koreans. The local Police including Mr. Ashish Dalal and SI Sanjiv Kumar and the Sardanas are trying to create a false police report about who was ,living in G-3 in July and August of 2011.
Also note, that sometime after August 2011, a Supreme Court lawyer, a single man who was staying on the second floor of G 3 moved out. I am told the second floor flat is lying vacant. (I have no way of knowing if someone is living there or using that flat).
The terrace of the second floor of my house (G 4) can easily be accessed from the second floor of G – 3. I know because I was friendly with the previous tenants of the second floor of G4. Plus G-3 and G-4 are attached and a hole could easily be drilled in the common wall. A pipe inserted into the electricity plumbing of my house or into a hole drilled in the ceiling of my house could easily be laid so that the other end might be in an adjacent house or on the top floor or the ground floor of my house,.
I know that various modifications have been made to the second floor of my house which confirm the fact that my house has been rigged to allow the introduction of toxic gases and chemicals and has also been damaged in other ways so as to endanger, inconvenience and intimidate me.
The day after I returned to this house around November 7, 2011, the lock to an iron door on the front balcony got jammed inexplicably. (It would appear that this lock was intentionally damaged as part of the operation to intimidate me). I had to call the Police. The Local SHO, Ram Lal sent 4 men, out of which 2 were not in uniform. They called someone and the lock had to be broken open. The man who broke open the lock was a key-maker. I first agreed that he install a new lock, but he intentionally purchased a lock of the wrong size and which was meant for a door opening the other way. I finally told him I would manage on my own, Since then I am using a chain with a padlock to secure this door.
I also want to correct an earlier error – I have lived here since April 2008 and not April 2009 (as stated in my email of February 1, 2012).
I also reported earlier that some suspicious people had moved into the third floor of G 45 opposite my house. I mentioned a young caucasian woman. She seemed to be from Central Asia. I saw her being pulled and threatened by a man in the evening outside the house. It appears that she was a prostitute. (Earlier a young man who identified himself as Shiv Khanna had told me he lived on the third floor of G 45 with his mother).
I have earlier reported a security guard in G 43 (lying vacant) who could not tell me who had hired him. Mrs Sardana lied to me and told me he was hired by a builder. However, I have seen that security guard take instructions from Rita Mohan who lives on the ground floor of my house.
G 46 has two floors. Before this operation against me started, an old couple lived on the ground floor and a family lived on the first floor. After I made my complaint against GE, these people moved out in late 2010 or sometime in the first few months of 2011.
A family (husband, wife and two sons) moved into the first floor of G 46. The ground floor appears vacant, though someone could be staying there (there is a back entrance). Throughout 2011, I noticed suspicious activity in G 46. There were vans/ cars parked outside for hours full of men. I noticed that my house was being watched from G 46. There were men on the G 46 balcony keeping a watch on my activities.
I recently started to inquire who was living around my house. The lady in G 46 was on one occasion very surprised to see the Police responding to my 100 calls. She came down to talk to them but I intervened and filed her in on the background. I spoke with her again a few days later. She refused to give me her last name and she told me they were leaving soon. I asked about the previous residents and she said the old lady living on the ground floor of G45 had broken her leg and they were living with family in Gurgaon. Mr. Sardana had mentioned (on December 31, 2011) that this house was supposed to be sold but the sale had not gone through.
A few days after this I asked the two boys living in G 46 what was their father’s name and what he did. They told me his name (Dr. Ashwani) and that he was a doctor at the University College of Medical Sciences (UCMS).There is a doctor in UCMS called Dr. Ashwani Kumar in the department of microbiology. I had dialled 100 after midnight and was trying to get the PCR response team to do something about the chemicals that were being introduced into my house. The two boys were standing on the balcony of their house and laughing at me.
It is clear that some medical doctors have been recruited to cause me harm since the attacks on my person (by the intentional exposure to toxic substances) have been biological. I state that the only reason this doctor moved into G 46 was to oversee the attacks on my person. This doctor could see me everyday and would therefore know exactly what physical condition I was in. I am certain that an investigation will reveal that this doctor is complicit in the attacks on me.
In December 2011, I rang the doorbell of G 45, first floor to ask if I could park my car outside G 45. The man (now identified as Dr. Ashwani) was nervous talking to me.
Exposure to toxic substances would not only damage lungs and other organs but would cause damage to the immune system of a person. Dr, Ashwani Kumar’s expertise seems to lie in this area.
It appears that the neighbours recruited or brought in to harm me were assured that the Police would not come to my assistance. Mr. Sardana also expressed surprise on one occasion that the Police was responding to my 100 calls.
